Understanding a Request for Quote

A Request for Quote (RFQ) is a formal document that is sent to potential vendors to ask them to provide price quotes for the product or service you wish to procure. 

Usually, the RFQ document contains detailed specifications of the product/service requirements you want to purchase, their quantities, delivery information, and submission guidelines for the bids.

Since the RFQ is typically the third step in the procurement process, the buyer is already well aware of their needs, so its sole purpose is to obtain pricing details for the goods they wish to purchase.

An RFQ is not publicly announced. It is sent only to the shortlisted vendors that the buyer trusts.

When to Use an RFQ?

RFQs are frequently used when:

  • You are purchasing a commodity or off-the-shelf product where there is not much requirement for customization. 
  • You are purchasing something that does not require any innovative solutions. They are routine or standard purchases like office supplies, laptops, or raw materials, where the specifications and requirements do not change frequently.
  • You are aware that exact quantities and requirements are known. 
  • The main factor for vendor selection would be price. 
  • You are buying something in bulk and vendors can offer bulk discounts. 
  • An RFQ can also be used for standardized services, like building maintenance, travel, etc. 

What is Included in an RFQ Document?

An RFQ document contains detailed information about the product or service that you want to procure and also provides information about the selection process to the potential vendors and suppliers.

The following standard elements are included in an RFQ:

  • Overview: The document explains briefly the purpose of the RFQ and also gives some basic information about the buyer, such as the company’s name, location, contact details, etc.
  • Product specifications or requirements: The RFQ should clearly explain the requirements of the product or service that you want to procure. 
  • Pricing detail guidelines: The RFQ should provide a standardized guideline for vendors to submit their pricing details. You can instruct them to submit their bids, for example, by unit price, taxes, shipping and delivery charges, etc. 
  • Vendor qualifications: Adding a list of vendor qualifications can formally verify that vendors meet all necessary qualifications for the specific project or requirements.
  • Evaluation: A description of how the vendor would be selected, e.g., pricing, delivery capability, quality, etc. 
  • Submission Instructions: Information for the vendors on the details of the submission, like the deadline, method of submission, etc. 

It is important to remember that an RFQ is not an offer to purchase. Once you have received responses from bidding vendors and have selected one, only then is a purchase order created, which is legally binding.

How to Use This Template for Drafting an RFQ

Using this RFQ template is simple. It begins with a header section where you can add basic details about your company.

In the blank spaces, you can fill in the RFP release date, RFQ no., Due Date, and the name of the person who prepared it. Then in the Requester section, add your company’s name, provide the address, the name of the project, the name of the contact person, and their email address or phone number.

The next section of this template provides space to describe your requirements. It is split into two separate sections: Overview and Goals and Objectives.

In the Overview, briefly describe your project and what you are trying to achieve. For example, you can write something like this: 

This RFQ is for the purchase of materials required to complete the foundation of the building for the Phase 2 construction project. The materials will be used for site preparation, laying the foundation, and ensuring structural stability.”

Then move on to the Goals and Objectives field and add information about the specific goals of this RFQ. For example, 

We aim to procure the necessary building materials at competitive rates, ensuring the project stays on budget and on schedule for completion by Q2 20XX.”

The next section is for writing the details of the vendor to whom you will send the RFQ. The details include their Name, Customer ID (a unique number given by the issuing organization, if applicable), physical address, phone number, and official email address.

The pricing table section of the RFQ is the most critical part of the document. Here, you can instruct vendors on how to provide an itemized list of all the costs for their product or service, mention any applicable taxes and other charges, and write a final quote. 

By having a detailed price breakdown in a standardized format, you will be able to see the cost per unit, total costs, and additional fees from each bidder and make a meaningful comparison of the costs. 

Moreover, a clear itemized list will ensure transparency at later stages of the project and will not result in overcharging or any hidden costs. 

In the template, you will see some items that are mentioned for illustration purposes. You can modify these easily according to your project’s specifications. 

At the end of the price breakdown, the vendor can mention the validity of the offer in the blank space to clearly indicate that the prices will remain fixed till that time.

The next section of the template is a list of Vendor Qualifications. These are general requirements related to experience, certifications, references, evidence of financial stability, evidence of quality control procedures, etc. 

The list of qualifications presented in the template is generic and can be used without requiring any modifications. However, you can add more specific details and information according to the specifications of your project. For example, for construction and engineering, you can mention specific requirements like ISO 9001 and OSHA compliance. Or for software projects, you can specify that the vendor must prove adherence to cybersecurity standards like GDPR, ISO/IEC 27001, or SOC 2. If your project is related to healthcare, one specification can be the supply chain capability of the vendor, demonstrated through evidence of a robust and reliable distribution network to ensure timely delivery.

Once you have specified the vendor qualifications, you can describe the Evaluation Criteria for a bid to be successful. It includes standards or metrics to assess each vendor bid.  The purpose of providing clear evaluation criteria is to ensure that the bidding process is transparent and fair. 

Usually, the evaluation criteria would include price and cost information, technical specifications, delivery schedule, experience, innovation and value-added services, warranty and support, etc. 

You can include weight and scoring criteria to evaluate the bids according to the most important factors for your business needs. For instance, the weightage could be something like this: 

  • Price: 40%
  • Technical Specifications: 30%
  • Delivery Time: 20%
  • Experience: 10%

The template features a list under the Evaluation Criteria section that covers all these important aspects. You can modify the list according to the scope of your project. 

The next section of the template is for outlining any Terms and Conditions governing your RFQ. The template already contains standard terms and conditions, which clarify that the RFQ is not a binding contract. Only after a formal acceptance would a purchase order be issued. Moreover, it also explains that the requesting organization has the right to reject or accept any proposal as it wishes. Lastly, all offers that are made as a result of this Request for Quote should comply with all laws and regulations, etc.

Is RFQ the same as RFI?

While a Request for Information (RFI) and a Request for Quotation (RFQ) are both used in the procurement process, they serve entirely different purposes. 

A Request for Information is an official document that requests information about a vendor’s capabilities and expertise. The focus of an RFI is more on how a vendor can deliver the product or services you are looking for. In an RFQ, the focus is on cost and price. It provides deep insights into the pricing and helps you evaluate the bids against costs. 

The RFQ is usually the final document before the decision to purchase a good or service is made.
